dr. Dániel Papp (LL.M.)

Prior to founding my own practice, I gained extensive practical experience as a lawyer in the Budapest office of Ernst & Young (EY) for more than 2 years, mainly in the field of financial regulation and data protection services.Before joining EY, I worked as a legal advisor at the Central Bank of Hungary, where I gained significant financial and capital market experience.

I have passed the bar exam in November 2017.During my years at the Central Bank, I had the opportunity to ground my knowledge in theory, including a part-time course at CEU “Capital Markets and Securities Regulation” in 2015 and a course at the Joint Vienna Institute “Central Banking Legal Frameworks” in 2016.

I obtained my LL.M. degree in European Business Law in 2014 from LUND University. I graduated in law in 2012 from the Faculty of Law of Eötvös Loránd University. I have full professional proficiency in English.

Professional experience:

• I had the opportunity to participate in the development of the general terms and conditions and the data privacy framework of a market-leading startup in the transportation industry, as well as in the creation of the complete legal framework of a startup operating in the aviation industry.
• I have experience in legal BAU compliance of venture capital funds and fund managers, as well as in receivables purchase, factoring and forfeiture transactions.
• I was the representative of the MNB in the working group on codifying the renewed rules of the Civil Code on independent lien and securities.
• I was also a member delegated by the MNB to the working group of the European Systemic Risk Board under the auspices of the European Central Bank examining the cross-border effects of macroprudential instruments and assessing Member State compliance on ESRB recommendation 2/2015.
• I have more than 5 years of supervisory experience, especially in licensing of financial institutions, market surveillance procedures and financial consumer protection.
• I have participated in numerous projects that are related to digital banking, and new, innovative solutions in the financial sector such as designing the legal framework of the MNB’s Innovation Hub or elaborating the substantial features of the central bank’s Regulatory Sandbox in which innovative companies may be granted by a regulatory relief for a certain timeframe in order to test their services.
• Within the framework of the Innovation Hub, I gained extensive experience in the most up-to-date legal issues of FinTech companies and other innovative financial institutions such as KYC procedures and eIDAS regulation.
